Abstract
Critical infrastructure has established the protection plan by designating nine areas such as transportation and energy. State infrastructure is normalized when it is organically moved by referring to the facilities that are of core importance to the country. There are railways, highways, air transportation, and others in the transportation sector. Korea Expressway Corporation is a disaster management authority responsible for highways nationwide. For the normal operation of critical infrastructure, it is necessary to conduct risk assessment of management facilities and establish protection plans. The government requires the selection of key risks through the assessment of relative risk by facility type and disaster type. According to the Guidelines for Establishing Critical Infrastructure Protection Plan, it is necessary to judge the probability of occurrence and the scale of damage (human, economic, and functional) in the risk analysis stage. In this study, we analyze disaster cases and determine the degree of likelihood and the consequences in order to assess the risks according to the characteristics of highways of critical infrastructure. Risk assessment was conducted through the creation of a reference table, and the result of relative risk for each disaster type was derived.

요지
국가기반시설은 교통수송, 에너지 등 9개 분야를 지정하여 보호계획을 수립하고 있다. 국가기반시설은 국가에 핵심적인 시설을 말하는 것으로 유기적으로 움직일 때 국가기반체계는 정상화된 상태이다. 교통수송기능은 고속국도, 철도, 항공등을 포함하여 한국도로공사는 고속국도를 담당하는 재난관리 책임기으로서 국가기반체계의 정상적인 작동을 위해 관리시설의 리스크 평가를 진행하여 보호전략과 계획의 수립이 필요하다. 재난유형별, 시설물별 상대적 리스크 평가를 통한 중점 리스크 선정을 요구하는 정부 국가기반시설 보호계획 수립지침은 리스크 분석 단계에서 발생가능성과 피해규모(인적, 경제적, 기능적)의 판단이 필요하다. 본 연구에서는 국가기반시설인 고속국도 시설특성에 맞는 리스크 평가를 위해 재난사례를 분석하여 발생가능 성과 피해규모의 급간을 결정하고 리스크 판단을 위한 기준표 작성을 통해 리스크 평가를 진행 하여 재난유형별 상대적 리스크 결과를 도출하였다.
