지역주민 대상 재난교육의 효과에 대한 체계적 문헌고찰

Abstract

The purpose of this study is to examine articles related to disaster training for community residents by investigating the contents and effects of research. Electronic databases, including Medline through PubMed and RISS were searched. The search terms included disaster, calamity, catastrophe, earthquake, flood, tsunami, hurricane, fire, education, training, instruction, and learning. Only papers published in English and Korean were included. Eight studies were selected from the 2,682 references screened. The most commonly studied type of disaster was earthquake. Prevention/mitigation was the most often mentioned phase of disaster. It was found that disaster-training programs targeting community residents have significantly positive effects on disaster preparedness, values, and knowledge for the study population. As no randomized controlled trial (RCT) was identified, further research is needed to provide evidence on the potential positive effects of disaster training for community residents. More studies emphasizing environmental information and recovery/reconstruction during the phase of disaster are needed.

요지

본 연구는 지역주민을 대상으로 한 재난교육 연구의 내용 및 효과를 파악하기 위함이다. 인터넷 기반 전자 데이터베이스 RISS와 PubMed를 통해 재난과 교육 관련 용어를 검색하여 국문 또는 영문으로만 출판된 관련 논문을 수집하였다. 총 2,682편의 문헌 중에서 최종 8편이 선정되었다. 대상문헌에서 다루는 재난의 유형으로 지진이 4편으로 가장 많았으며, 대부분의 연구에서 재난단계 중 예방 및 완화기에 해당하는 부분을 다루고 있었다. 이러한 지역주민 대상 재난 교육은 재난 대비행동이나 가치관, 재난 관련 지식 등에 긍정적인 영향을 미치는 것으로 나타났다. 연구대상 문헌 중 무작위 대조군 연구가 한편도 없었으므로 향후 국내외 지역주민을 대상으로 한 무작위 대조군 실험설계가 더 많이 시도되어 근거 제시가 필요할 것으로 보인다. 또한 대상 지역의 환경적 특성과 회복 및 복구 차원을 강조한 재난교육 연구도 필요하다.

1. 서 론

2016년 경주 지진, 2017년 포항 지진과 제천 스포츠센터 화재, 그리고 2018년 밀양 세종병원 화재 등 많은 경제적 손실과 인명손실을 가져온 각종 재난으로 인해 최근 재난안전에 대한 국민들의 우려와 관심이 높아지고 있다.
재난의 학문적 정의를 살펴보면 연구마다 조금씩 다른데, 응급의료센터에 근무하는 간호사들의 재해대비상태에 대해 조사한 Ann et al. (2011)은 재해를 지역사회의 정상 기능을 붕괴시키며, 지역사회의 자원범위를 초과하여 발생하는 자연적, 인적 재해로 정의하였다. 또한 손상의 위험 또는 생명이나 재산의 상실을 초래하면서 가용자원으로 감당하기 어려운 서비스를 요하는 상황, 또는 지역 건강관리 서비스가 인명을 구하고 손상을 예방하기에는 자원이 불충분하고 비효율적인 응급상황으로 정의하기도 한다(Lewis and Aghababian, 1996). Veenema (2012)는 재난을 지역사회의 정상기능을 붕괴시키는 파괴적인 사건으로 정의하였으며, 지진, 홍수, 태풍, 쓰나미 등의 자연재해(Natural disaster)와 생물 및 생화학테러, 화재, 폭발, 교통사고, 전쟁 등의 인재(Man-made disaster)로 구분하였다. 흔히 응급(Emergency)과 재난(Disaster)을 혼용해서 쓰기도 하는데, 응급은 강력하고(intense), 즉각적인(rapid) 대응을 필요로 하면서 현존하는 지역사회 자원으로 감당할 수 있는 특별한 사건이나 상황을 의미한다. 이에 반해 재난은 응급보다는 규모가 더 크며, 주거(housing), 운송수단(transportation), 의사소통수단 (communications), 위생(sanitation), 물(water), 그리고 의료서비스(health care)와 같은 필수적인 서비스를 파괴함으로 인해 그 지역 외부로부터의 대응(response)를 필요로 하는 사건 또는 상황을 의미한다(Gebbie and Qureshi, 2002).
본 연구에서 재난은 인적 또는 물질적 피해를 야기하며 기본적으로 가용할 수 있는 지역사회의 인적, 물적 자원의 양을 벗어나 외부로부터 더 큰 범위의 지원을 필요로 하는 긴박하고, 즉각적으로 대처해야 하는 사건 또는 상황으로 정리할 수 있겠다.
이렇듯 지역사회에 한 번이라도 발생하면 엄청난 피해를 가져올 수 있는 재난은 그만큼 당사자인 지역주민들의 대응 역량(competence)이 중요하다고 볼 수 있다. 따라서 지역주민을 대상으로 한 교육을 통해 사전에 재난 발생 위협요인을 제거하고, 행동요령을 내재화하는 등의 안전문화 정착을 향한 분위기 조성이 필요하다(Ha, 2017).
하지만 현재 우리나라의 경우 학교안전법, 학교보건법, 아동복지법, 그리고 산업안전보건법 등에 의거한 학생 및 사업종사자(근로자 및 관리 감독자의 지위에 있는 사람으로 대상을 한정) 중심의 재난안전교육만이 이루어지고 있는 실정이다. 또한 생애주기별 해당관련법 내에서 재난안전 교육훈련의 의무 대상도 영유아, 초등, 중등, 그리고 성인 중 사업주 및 근로종사자 일부만을 하기 때문에 대학생이나 노인, 장애인, 주부, 외국인 등 재난안전교육 사각지대가 존재할 수 있다(National Disaster Management Institute, 2015). 그러므로 이러한 사각지대 해소를 위해 지역주민들을 대상으로 한 재난교육을 실시하는 것이 필요하다.
그러므로 본 연구에서는 지역사회 주민들을 대상으로 재난 관련 교육을 실시한 연구결과를 중심으로 체계적 문헌고찰을 통해 교육중재의 특성 및 효과를 알아보고자 한다.
본 연구는 국내와 국외에 발표된 논문 중 지역사회 주민들을 대상으로 재난 교육의 효과를 연구한 논문을 분석한 것으로 구체적인 목표는 다음과 같다.
• 지역주민 대상 재난교육 효과 연구의 일반적 특성을 파악한다.
• 지역주민 대상 재난교육 효과 연구의 내용 및 효과를 파악한다.

2. 연구방법

본 연구는 지역사회 주민들을 대상으로 재난관련 교육의 효과를 검증한 연구들에 대한 체계적 문헌고찰 연구이다.
2018년 6월 13일부터 2018년 7월 13일까지 인터넷 기반 전자 데이터베이스 검색을 통하여 자료수집을 실시하였다. 국내 논문은 국내외 학위논문과 국내외 학술지 논문 및 주요 해외 학술 데이터베이스가 풍부한 RISS(한국연구정보서비스)를 이용하였다. 국외 논문은 미국 국립의학도서관에서 제공하는 의학 관련 최대 규모의 데이터베이스 MEDLINE의 자료를 검색할 수 있는 검색엔진인 PubMed를 이용하였다. 전자 데이터베이스 검색 시 검색기간을 제한하지 않았으며 검색일 현재(2018.6~7)까지 관련 주제어 등에 해당하는 모든 문헌을 검색하였다.
RISS에서는 ‘지진’, ‘홍수’, ‘쓰나미’, ‘산불’, ‘화재’ 등 재난 관련 단어와 ‘훈련’, ‘강의’, ‘교육’ 등의 중재 관련 단어를 조합하여 국문과 영문으로 나누어 검색하였다. Pubmed의 경우 검색 전 MeSH 데이터베이스를 통해 재난의 종류와 교육 및 훈련 등이 표현되는 MeSH 용어와 유의어 및 관련용어를 확인하여 검색어를 선정하였다. 재난 관련 검색어 disaster, calamity, catastrophe, earthquake, flood, tsunami, hurricane, fire, explosion과 교육 관련 검색어 education, training, instruction, learning, tuition, teaching, tutoring, curriculum 등을 조합하여 검색하였다.
검색한 문헌은 재난 교육의 효과를 알아보는 단면조사연구나 실험연구(유사실험연구 포함)로 제한하였다. 대상자는 보건의료 전문가나 소방관련 전문가가 아닌 일반 지역주민으로 하였으며, 심포지엄 및 학술대회자료집이나 연구논집 등의 심사를 거치지 않은 회색문헌은 배제하였다. 언어는 한국어와 영어로 제한하였다.
국내 데이터베이스 RISS를 통해 검색된 문헌 1,789편과 국외 데이터베이스 Pubmed를 통해 검색된 문헌 893편으로 총 2,682편의 문헌이 검색되었다. 이들을 Endnote X8 프로그램을 이용하여 중복여부를 확인한 결과, 326편의 문헌이 중복되어 제거하였다. 중복 검사 후 남은 2,356편의 문헌은 제목과 초록을 통해 선택 빛 배제 기준에 따른 추출과정을 반복적으로 시행하여 2,106편을 배제하였다. 문헌 선정이 어려운 경우에는 전문(full text)를 확인하기까지 결정을 보류하였다. 전문 검토 후 242편의 문헌이 배제되어 최종 8개의 문헌이 분석에 포함되었다(Fig. 1).
포함된 연구들의 연구설계 및 측정변수가 달라 양적통합을 시도하기 어려워 기술적 방법으로 통합하여 분석하고자 한다.

3. 연구결과

3.1 대상 문헌의 일반적 특성

지역사회 주민들을 대상으로 재난관련 교육의 효과를 검증한 연구들에 대한 체계적 문헌고찰에 포함된 문헌은 총 8편이었다(Table 1). 출판연도는 2000년에서 2010년까지 문헌이 5편, 2011년부터 2018년까지 문헌이 3편으로 모두 2000년 이후의 논문으로 구성되었다. 제1저자의 소속 국가를 기준으로 미국, 일본, 한국 연구가 각각 2편씩, 터키와 인도 연구가 각각 1편씩 있었다(Table 2). 연구 배경 장소를 기준으로 했을 때는 미국 연구가 2편, 미국과 일본 동시연구가 1편, 한국이 2편, 인도네시아, 터키, 인도가 1편씩 있었다. 연구설계 유형은 3편이 단면조사연구, 5편이 유사실험연구였다. 대상자는 주로 지역사회 거주 성인들이었으며, 구체적으로는 고등학교 교사, 비영리조직 자원봉사자, 직장인, 초등학생 자녀를 둔 부모, 65세 이상 노인 등을 포함하는 연구들이었다. 표본 수는 50명 이하 2편, 100명에서 200명 사이가 2편, 500명 이상이 3편, 그리고 개별 인원이 아닌 큰 지역단위로 총 17개 지역을 대상으로 한 연구가 1편이 있었다.
3.2 대상 문헌의 재난 교육의 특성
본 연구의 분석 결과 재난 관련 교육을 시행한 연구는 6편이었고, 나머지 2편 Tanaka (2005)Mishra and Suar (2012)의 연구에서는 재난관련 지식 또는 교육 경험과 재난 대비의 관계를 알아보았다. 각 문헌에서 다루는 재난의 유형, 교육내용, 교육방법, 교육시간, 해당 재난단계, 연구목표, 결과는 Tables 2, 3, 4와 같다.
대상문헌에서 다루고 있는 재난의 유형으로는 중복집계 시 지진이 4편으로 가장 많았으며, 화재가 3편, 홍수가 2편 있었다. 이외에도 쓰나미, 산사태, 열파, 태풍, 미세먼지, 전염병 그리고 안전사고로 낙상과 교통사고에 대한 연구가 각각 1편씩 있었다.
지역사회 주민들을 대상으로 시행한 재난 교육의 방법에는 시뮬레이션 같은 모의훈련, 애니메이션 또는 비디오 시청과 같은 시청각 교육, 그룹워킹, 토의, 소책자, 강의, 상상하기 등 다양했다. 대조군이 있는 3편의 연구 중에 Kim (2017)의 경우 대조군에게도 소책자로 간략한 정보제공을 하였으며 Hwang et al. (2006)은 연구 종료 후에 학교 내 화재 예방교육을 실시하였고 Karanci et al. (2005)는 대조군에게 아무런 중재를 하지 않았다. 교육은 대부분 2시간에서 8시간 이내의 1일 프로그램이었으며, 65세 이상 노인을 대상으로 교육적 중재를 실시한 Kim (2017)의 경우 일주일 간격으로 이틀간 하루 2시간에 걸쳐 진행하였다.
재난관리연속체(Disaster Management Continuum)의 재난단계(Phase of Disaster)에는 재난 발생 전 단계에 해당하는 예방(Prevention)/완화(Mitigation)기와 대비(Preparedness)기, 재난 발생 중에 해당되는 대응(Response)기, 재난 발생 후에 해당되는 회복(Recovery)기와 재건(Reconstruction)/재활(Rehabilitation)기가 있다(WHO and ICN, 2009). 예방(Prevention)/Mitigation(완화)기는 재난과 관련된 위험을 예방하거나 최소화하는 과정으로 지역사회 및 개인 수준 모두에서의 위험을 확인하는 단계이다. 화재 취약 지역의 내연성 지붕 또는 스프링클러 체계설립과 같은 기술적 해결책이나 홍수를 대비한 유수량 조절용 댐건설 등도 여기에 해당된다. 대비(preparedness)기는 계획(planning)과 준비(readiness)가 우선순위인 단계로 시기 적절하고 효과적인 초기 경고와 위험 장소로부터 사람들과 재산을 일시적으로 대피시키는 것이 중요하다. 대응(response)기는 재난대응자(responder)를 동원하여 가능한 많은 생명을 구하고, 생존자들의 즉각적인 요구를 충족시키며 재난으로 인한 건강의 장기적인 영향을 줄이는 것이 중요한 단계이다. 회복(recovery) 및 재활(rehabilitation)기는 지역사회와 피해 인구집단이 재난의 영향으로부터 회복하는 단계이다. 필수 서비스 복구, 시설과 주거 재건, 인구집단의 요구도 충족, 신체적⋅정신적 요구도(needs)가 있는 사람들에게 간호 및 지지 제공, 부상자 및 질환자 모니터를 통한 합병증 예방, 의료시설 복구, 재난 계획 평가 및 개선, 그리고 지역사회 계획과 개발을 포함하는 추후(follow up) 활동 참여 및 평가 등의 중요한 과업들이 포함된다. 이에 근거하여 대상문헌을 교육내용에 따라 분류하면 Ha (2017)를 제외한 총 7편의 문헌에서 예방(Prevention) / Mitigation (완화)기 내용을 다루었으며, Simpson (2002), Goto et al. (2010), 그리고 Ha (2017) 등 3편의 문헌에서 대비(preparedness)기를 다루었다. 대응(response)기를 다룬 문헌은 Simpson (2002)의 연구 한편에 불과했으며, 회복(recovery) 및 재활(rehabilitation)기를 다룬 연구는 없었다.
재난 교육의 내용으로는 소방안전교육 및 낙상예방 가이드라인과 같은 예방관련 활동(Kim, 2017)에서부터 지진과 같은 대형재난 발생 시 지역주민들끼리 조직적으로 대응본부를 설립하고 응급처치 및 구조와 수색작업을 하는 대응단계의 활동(Simpson, 2002)까지 다양했다. 구체적으로 Simpson (2002)의 연구에서는 지진 발생이 잦은 지역주민들이 자발적으로 연합을 조직하여 시나리오를 바탕으로 모의훈련을 실시하였다. 총 훈련(a full-scale functional drill)에서는 주민대응 계획(full activation of a neighbourhood response plan)을 실행하여 본부를 설치하고 부상자들을 분류하는 등의 활동을 수행했으며, 부분적인 기능 훈련(the segmented functional drill)에서는 재난 의학 및 부상자 분류 훈련, 응급 의사소통체계 등을 다루었다. Goto et al. (2010)은 지역주민의 재난대응 역량강화를 위한 일본식 재난 교육법을 인도네시아의 쓰나미 피해 지역에서 훈련자에 대한 연수(Training of Trainer's, ToT)에 적용하였다. 여기에는 시뮬레이션 영상을 통한 쓰나미 발생과 대피에 관한 교육, 그리고 지역주민들이 그룹을 형성하여 마을을 둘러보면서 수기로 재난 지도를 직접 그려보고 발생 가능한 재난상황들에 대한 대책을 마련하는 타운와칭(Town Watching)을 적용하였다. 초등학생 자녀를 둔 부모를 대상으로 화재 예방 중재를 실시하고 자녀의 안전 지식과 행동을 평가한 Hwang et al. (2006)의 연구에서는 실험군의 가정에 소방서 인력이 방문하여 각층에 화재 경보기를 설치하고 화재 시 대피 계획을 교육하였다. 그 외 Ha (2017)는 지진⋅태풍⋅호우⋅미세먼지를 자연재난으로, 화재⋅교통사고⋅전염병을 사회적 재난으로, 그리고 등산⋅공공질서⋅소화기⋅응급처치를 생활안전으로 분류하여 관련 행동요령을 교육하였다.

3.3 대상 문헌의 교육 효과

연구대상 논문 8편 가운데 5편에서 재난교육이 재난 대비행동이나 가치관, 재난 관련 지식 등에 통계적으로 유의미하게 긍정적인 영향을 미치는 것으로 나타났다(Karanci et al., 2005; Hwang et al., 2006; Mishra and Suar, 2012; Kim, 2017; Ha, 2017). 재난 인지 훈련 프로그램이 재난 관련 인식 및 대비 행동에 미치는 효과를 평가한 Karanci et al. (2005)의 연구에서는 프로그램에 참여한 집단에서의 재난 예상(disaster expectation, 내년에 발생할 재난 가능성), 우려(worry, 재난 발생에 대한 걱정 정도), 상실 예측치(loss estimation, 재난 발생 시 본인 또는 가족이 경험하게 될 상실), 그리고 대비 행동(preparedness behaviors) 수준이 유의하게 높았다. 초등학생 자녀를 둔 부모를 대상으로 화재 예방 중재를 실시하고 자녀의 안전 지식과 행동을 평가한 Hwang et al. (2006)의 연구에서는 실험군 가정 자녀의 화재 안전 행동 수준 향상 정도가 대조군에서 보다 유의하게 높았다. 불안(anxiety)이 재난 대비(disaster preparedness)에 영향을 주는지, 그리고 재난교육과 사회적⋅교육적 자원(resources)이 이들 사이에서 매개변수(mediator)로 작용하는지에 대한 연구(Mishra and Suar, 2012)에서는 불안 수준이 높을수록 홍수나 열파(heat-wave)에 대한 대비(preparedness)를 덜 하게 되며 재난 교육과 자원이 매개변수로 작용하는 것으로 나타났다. 그리고 자연재난과 사회적 재난, 생활안전 등에 관한 교육을 실시한 Ha (2017)의 연구와 노인을 대상으로 화재와 낙상예방 교육을 실시한 Kim (2017)의 연구에서도 각각 지식, 태도, 가치관 그리고 안전 지식 및 행동에 있어 유의미하게 긍정적인 효과가 있었다.
통계적 분석을 하지 않은 연구들에서도 각각 실시한 재난 관련 교육 방법에 대해 긍정적인 평가들을 보고하였다. Simpson (2002)의 연구에서는 지역주민 주도 모의훈련이 평소에는 거론하기 어려운 무서운 재난 상황에 대해 주민들끼리 자유롭게 대화 나눌 수 있는 좋은 기회를 부여하며, 정치적으로도 재난 대비 프로그램 구축에 대한 긍정적인 분위기를 유도할 것이라고 평가하였다. 타운와칭(Town Watching)을 재난교육에 적용한 Goto et al. (2010) 등의 연구에서도 쉽게 적용가능하고 매우 효과적이라고 평가하였다.

4. 논 의

본 연구는 지역사회 주민들을 대상으로 실시한 재난관련 교육이 어떠한 효과가 있는 지 확인하고자 시도되었다. 선정된 문헌 8편은 모두 단면조사연구나 유사실험연구로 이 가운데에서도 비교군이 있는 연구는 3편에 불과했으며, 순수실험설계 중 가장 엄격한 연구 방법으로 근거수준이 높은 무작위 대조군 연구(Randomized Controlled Trial, RCT)가 한편도 없었다. 앞으로는 엄격한 연구설계를 적용하여 높은 수준의 근거를 제공할 재난 교육 연구가 필요하다.
본 연구에서 분석된 논문은 모두 2000년도 이후의 문헌들로 연구가 꾸준히 진행 중인 것을 알 수 있으며 이는 지구온난화 및 기상이변으로 인한 홍수, 가뭄, 지진 등의 자연재난과 전염병, 테러 등의 인적재난 발생의 증가 추세와 맞물린다고 볼 수 있다.
연구대상 문헌의 50%인 4편에서 지진을 다룬 것은 10대 청소년을 대상으로 한 재난교육의 효과에 대한 체계적 문헌고찰 연구(Codreanu et al., 2014)의 결과와도 비슷하며, 이는 세계적으로 그 어떤 재난보다 지진 발생 시의 피해를 심각하게 인식하고 있기 때문으로 추정된다.
지역주민을 대상으로 실시한 재난관련 교육의 효과에 대한 체계적 문헌고찰 결과, 다양한 방법으로 교육적 중재가 시행되었고 이를 통해 대부분의 연구에서 교육 방법 자체가 효과적이고 대상자의 재난 관련 지식 및 대비행동에 유의한 향상이 있는 것으로 나타났지만 재난 교육에 포함되어야 할 정보가 생각보다 더 많다는 것을 알 수 있었다. Tanaka (2005)는 재난교육에 그 지역의 지질 및 지형에 관한 내용뿐만 아니라 지진 활동도, 조경, 위험지도 등과 같은 폭넓은 환경적인 교육 내용도 포함되어야 함을 제안했다. 이는 지진에 대한 재난 교육 시에 지진 발생에 대한 과학적 원리, 지진 피해로 인한 경제적 손실 그리고 이웃과 지역사회에 대한 환경적⋅사회적 정보도 함께 제공하는 것이 직⋅간접적으로 대상자의 재난 대비 활동에 긍정적인 영향을 미칠 수 있다는 Erdik (1988)의 주장과도 일맥상통한다고 볼 수 있다. 또한 재난관리연속체(Disaster Management Continuum)의 재난단계(Phase of Disaster)에 있어서는 회복(Recovery)기와 재건(Reconstruction)/재활(Rehabilitation)기에 해당되는 교육내용을 포함한 연구가 없었는데, 재난은 일시적이지 않고 장기간 피해가 지속되는 경우가 많으므로 지역사회와 피해 인구집단의 회복을 돕거나 기존의 재난 계획을 개선하고 다시 대비하는 등의 회복(Recovery)기 및 재건(Reconstruction)기 관련 부분이 강조되어야 한다. 앞에서 언급하였듯이 이 단계에서는 개인단위의 수준 또는 일시적인 노력만으로는 수행하기 어려운, 예방(Prevention)/완화(Mitigation)기 이상으로 중요하고 다양한 중재들을 포함하고 있다. 그만큼 개인을 넘어 가족, 마을, 지역사회 전체 구성원들의 역량(Competence)과 상호 간의 지속적 소통이 중요하며 이것이 재난을 극복해 나가는 핵심적인 동력원이 될 수 있다. 따라서 이러한 부분을 강조한 재난 교육을 통해 비로소 지역사회가 재난 회복 과정 중에 직면한 다양한 한계 및 문제들로부터 스스로 최대한 빠르게 극복하게 도울 수 있을 것이다. 이는 재난을 예방하고 대비하려는 노력에서, 재난을 인간 삶의 일부로 인식하여 어떻게 하면 쉽고 빠르게 극복하고 원래 상태로 회복할 수 있는가에 대한 대응 및 복구 차원에서의 논의가 중심을 이루어가고 있는(Lee and Kwon, 2017) 재난 정책분야의 연구 흐름과도 일치한다고 볼 수 있다.
향후에는 교육 대상 지역의 환경적 요인 및 재난의 단계별 특성을 고려한 재난교육을 시행해야 할 것이며, 전문가가 아닌 일반 지역사회 주민들을 대상으로 실시된 재난관련 교육의 다양한 방법과 효과를 파악할 수 있다는 점에서 본 연구의 의의가 있다고 생각된다.

5. 결 론

본 연구는 지역사회 주민들을 대상으로 재난관련 교육의 효과를 검증한 연구 총 8편을 대상으로 체계적 문헌고찰을 하고자 시도되었다. 대부분의 문헌에서는 2시간에서 8시간 이내의 예방(Prevention)/Mitigation(완화)기 위주의 교육을 시행하였고 교육 방법은 모의훈련, 시청각 교육, 그룹워킹, 토의, 강의, 상상하기 등 다양했다. 중재의 결과 재난 대비행동이나 가치관, 재난 관련 지식 등에 통계적으로 유의미하게 긍정적인 영향을 미친 것으로 나타났다.
연구대상 문헌 중 무작위 대조군 연구가 한편도 없었으므로 향후 국내외 지역주민을 대상으로 한 무작위 대조군 실험설계가 더 많이 시도되어 근거 제시가 필요할 것으로 보인다.
교육 대상 지역의 환경적 특성뿐만 아니라 재난 발생빈도가 잦은 현대사회에서 어떻게 하면 지역주민이 가능한 한 쉽고 빠르게 극복하고 원래 상태로 회복할 수 있는가에 대한 대응 및 복구 차원을 강조한 재난교육 연구도 필요하다.
또한 더 많은 데이터베이스 활용을 통한 다양한 문헌 확보로 재난교육 연구의 교육방법별 효과 차이를 알아보기 위한 추후연구가 필요함을 제언한다.
