Abstract
Frequent typhoons and localized heavy rains are becoming more frequent owing to climate change and global warming. In coastal cities, more damage is caused by rising sea level and high waves. For this reason, considering the rainfall conditions combined with the rise in sea level, we presented flood forecasting criteria for coastal cities. The scenario was applied to the Yeosu area, and was analyzed through the criteria of the decree selected at that time. In order to analyze the selected scenario, the XP-SWMM model was applied and the standard based on the inundation alarm was analyzed. Even if the area was located in Yeosu City, the appearance of the table of the inundation alarm differed depending on the topographical characteristics. Considering these characteristics, it is necessary to manage the criteria for inundation forecasts in coastal cities by subdividing them for each region.

요지
최근 기후변화 및 온난화 현상 등으로 잦은 태풍과 국지성 호우가 잦아지고 있다. 또한 해안가와 접한 연안도시는 높은 파고 및 해수면 상승에 의해 보다 많은 피해가 발생하고 있다. 이에 강우조건과 해수위 상승에 의한 복합원인을 고려한 연안도시의 내수 관망의 홍수 예경보 발령 기준을 제시하였다. 이때 선정된 발령 기준을 통하여 여수 지역에 대하여 시나리오를 적용하여 분석을 실시하였다. 선정된 시나리오를 분석하기 위해 XP-SWMM 모형을 적용하여 예경보 발령 기준의 변화 양상을 분석하였다. 예경보 발령 기준지점의 위치가 조금만 바뀌더라도 지형적 특성에 의해 예경보 발령 기준표가 다른 양상을 보인다. 이러한 특성을 고려하여 연안도시에서 홍수 예경보를 위한 발령 기준은 지역별로 세분화하여 관리할 필요가 있다
