Effects on Water Supply Capacity According to Changes in the Normal Water Level of the Sayeon Dam

Abstract
In this study, the shortage of water supply due to the adjustment of the normal water level of the Sayeon Dam as a method of preserving the Bangudae Petroglyphs was quantitatively assessed. In order to solve the water supply shortage problem, three dams (Sayeon Dam, Daegok Dam, and Daeam Dam) in the Taehwa River Basin were operated in conjunction with each other. As a result, it was found that it was difficult to provide the planned water supply in the Sayeon Dam and Daegok Dam if the normal operating water level of the Sayeon Dam was adjusted to an elevation of 52 m, and it was possible to solve the water supply shortage problem by operating the three dams together. It was possible to increase the planned water supply amount by 16,000 m3/d compared with the present planned water supply amount by operating the three dams cooperatively, and it was possible to increase the water supply to 280,000 m3/d when considering 95% water supply reliability. Therefore, through the operation of the three dams, it is possible to solve the water supply shortage problem by changing the normal water level of the Sayeon Dam, and it could be considered enough to preserve the Bangudae Petroglyphs.

요지
본 연구에서는 반구대 암각화 보존 방안으로 사연댐 상시만수위 조정이 이루어질 경우 사연댐의 용수공급능력 부족 정도를 정량적으로 제시하였으며, 이에 대한 해결방안으로 태화강 유역에 존재하는 3개 댐(사연댐, 대곡댐, 대암댐)을 연계 운영하는 방안을 검토하였다. 분석 결과, 사연댐의 상시만수위를 EL. 52 m로 조정할 경우 사연댐 및 대곡댐에 설정된 공급계획량을 공급하기 어려우며, 사연댐, 대곡댐, 대암댐을 연계 운영함으로써 공급능력 부족 문제를 해결할 수 있었다. 3개 댐 연계 운영을 통해 현재 설정된 공급계획량보다 16천 m³/day 증가된 공급계획량 설정이 가능하다는 결과를 얻을 수 있었으며, 95% 공급신뢰도를 고려할 경우 28천 m³/day까지 증가가 가능하다는 결과를 얻을 수 있었다. 따라서 사연댐, 대곡댐 및 대암댐 연계 운영을 통해 사연댐 운영수위 변경으로 인해 발생 가능한 물 부족 문제 해결이 가능하며, 반구대 암각화 보존을 위한 방안으로 충분히 고려할 수 있을 것으로 판단된다.
