Analysis of Disaster-Influenced Factors and Causes in Compound Disaster Districts in Coastal Areas

Recent climate change has caused sea level rise in coastal areas, super typhoons, and extreme rainfall. Due to social changes such as urbanization, industrialization, and population growth, disaster intensity and frequency are increasing. In addition, the pattern of disaster occurrences is not of single disasters but compound disasters. Notably, Korea is surrounded on three sides by the sea, and more than 30% of its cities are close to the coast. Therefore, it is necessary to analyze disasters and the causes of disasters in coastal areas. In this study, compound disaster districts in coastal areas were selected from among the coastal, river, and inland flood disaster districts analyzed in comprehensive plans for the reduction of storm and flood damage. As a result of the standardization, disaster-influenced factors including tide level, intense rainfall, typhoons, waves, and tsunamis were derived, and 19 disaster causes, such as deficiencies in inland flood control, lack of drainage facilities, and overtopping and destruction of levees, were derived.

최근 기후변화로 해안가 지역에 과거보다 해수면이 상승하고, 슈퍼태풍, 설계기준을 초과하는 극한강우 등이 발생하고 있으며, 도시화, 산업화, 인구증가 등의 사회적 변화로 인해 재해강도와 빈도가 증가하는 추세이다. 또한, 재해의 양상이 단일재해가 아닌 복합재해의 형태로 나타나고 있다. 특히, 우리나라는 삼면이 바다로 되어있고, 30%이상의 도시가 해안에 인접해 있어 해안지역에 대한 재해영향인자와 원인 복합재난에 대한 재해영향인자와 원인에 대한 분석이 필요하다. 본 연구에서는 해안가에 위치한 지자체의 풍수해저감종합계획에서 분석된 해안, 내수, 하천재해 위험지구를 통해 복합재난 위험지역을 선정하였으며, 위험지구의 위험요인을 분석하여 조위, 집중호우, 태풍, 풍랑/파랑, 해일 5개의 재해영향인자와 내수배재 불량, 배수시설 부족, 월파, 제방 붕괴 등 19개 재해원인으로 표준화하였다.
